Hi ha comarques sovint oblidades per les programacions culturals, fins i tot a l’estiu, que és quan els festivals musicals apareixen com un miratge i, moltes vegades, desapareixen sense deixar cap empremta. Precisament per “relligar la geografia perifèrica” amb la creació artística dels Països Catalans va néixer Perifèria Cultural.
